About the Competition
Parliamentum 2026 is the first edition of a National Youth Parliament Competition aimed at promoting constitutional values, parliamentary ethics, legislative drafting, public speaking, and policy-oriented debate among students. It provides participants with a realistic simulation of the functioning of the Indian Parliament through structured legislative proceedings.
Theme
The competition focuses on The Protection of Minors (Social Media Regulation) Bill, 2026.
This proposed Bill addresses several key issues including:
- Minimum age requirements for social media usage
- Age verification mechanisms
- Parental consent requirements
- Data protection and privacy safeguards for minors
- Regulatory obligations and penalties for non-compliant social media platforms

Eligibility
The competition is open to students pursuing Three-Year LL.B. or Five-Year Integrated B.A. LL.B. degree programmes from recognised universities and institutions across India.
Competition Structure
Preliminary Round (4 August 2026)
- Zero Hour
- Question Hour
- Discussion on current affairs and issues relating to the proposed Bill
Semi-Final Round (5 August 2026)
- Bill-specific Question Hour
- Top-scoring teams from the Preliminary Round qualify
Final Round (5 August 2026)
- Two-session Mock Parliament
- Teams perform as both the Ruling Party and the Opposition to ensure balanced evaluation
Prizes
The total prize pool is ₹50,000, distributed as follows:
- Winner Team: ₹25,000, Trophy, and Certificates
- Runner-Up Team: ₹15,000, Trophy, and Certificates
- Best Speaker: ₹5,000, Trophy, and Certificate
- Best Parliamentarian: ₹5,000, Trophy, and Certificate
Special awards for Best Rebuttal and Best Legislative Draft/Bill Presentation will also be given.
Rules
- The competition will be conducted in English and Hindi; English is preferred.
- Participants must maintain parliamentary decorum and use formal parliamentary language.
- References to real-world political parties, leaders, or personal attacks are strictly prohibited.
- The decision of the judges is final and binding.
