About the Event
The National Youth Parliament and Hackathon aim to provide an interactive, experiential platform for students, researchers, and young professionals to engage with pressing constitutional, technological, and governance-oriented themes. These initiatives are designed to inspire innovative thinking, policy awareness, and a deeper understanding of India’s constitutional ethos.
Theme
The Constitutional Imperative of Sustainable Development: Crafting Policy for Environmental Justice
The Policy Problem: Balancing Economic Growth and Article 21
The Indian Constitution recognises the right to a healthy environment as an indispensable component of the Right to Life under Article 21. However, rapid industrialisation and economic growth often create conflicts with environmental preservation and the constitutional guarantee of environmental justice.
The challenge before the participants is to design a Transformative Policy or a Constitutional Amendment Proposal aimed at effectively institutionalising environmental justice and ensuring sustainable development across all tiers of governance in India.
The proposed solution must answer:
How can India develop a robust, constitutional-level policy framework to harmonise the nation’s developmental aspirations (Viksit Bharat @2047) with its fundamental duty to protect and improve the environment, ensuring environmental justice for present and future generations?

Awards
Cash prizes will be awarded to the top three policy proposals. Certificates of Merit will be issued to all participants who present their proposals.
- 1st Prize: ₹ 1,500/- (Rupees One Thousand Five Hundred Only)
- 2nd Prize:₹ 1,000/- (Rupees One Thousand Only)
- 3rd Prize: ₹ 800/-(Rupees Eight Hundred Only)
Submission Guidelines for Participants
- Eligibility: Participation is strictly on an individual basis. No teams or co-authorship are permitted. The Hackathon is open to students, academicians, legal practitioners, policymakers, and research scholars.
- Registration Fee: Rs. 150
- Submission Format (Policy Proposal Document):
- The submission must be a comprehensive Policy Proposal Document that articulates a legally and constitutionally sound solution to the stated problem. Word Limit: The main text of the policy proposal (excluding footnotes) must be a maximum of 1,200 words.Structure: The proposal must include a Title, an Executive Summary, a Statement of the Constitutional Problem, the Proposed Policy/Amendment, and its Implementation Strategy.
- Formatting: Times New Roman, Font Size 12, 1.5 line spacing. All submissions are to be emailed to cclts@dbranlu.ac.in and must be in .pdf format.
- Originality and Reference: All submissions must be original and unpublished work, and references are to be submitted as endnotes at the end of the document.
Presentation and Evaluation
- Presentation Opportunity: All registered participants will be permitted to present their policy proposals before the judging panel.
- Presentation Details: Each participant will be allotted a maximum of 6 minutes for the presentation, followed by a Q&A session with the judges. Audience questions can be
- entertained at the discretion of the moderator.
Judges and Moderator: The event will be adjudicated by a panel of three distinguished judges and overseen by one moderator to manage time and procedure.
Evaluation Criteria
Policy proposals will be rigorously assessed on a scale of 100 points based on their constitutional depth, feasibility, and transformative potential:
